On-Premise vs Cloud SIEM for Regulated Industries
ClaireChains ·
Cloud SIEM is quick to start and scales easily, but your logs live with a provider and costs grow with data volume. On-premise SIEM keeps data under your control and costs predictable, but needs your own infrastructure. For regulated industries, on-premise or hybrid is usually the safer choice.
Comparison
| Aspect | On-premise | Hybrid | Cloud |
|---|---|---|---|
| Data location | Your servers | Sensitive data on your servers; selected data in the cloud | Provider’s data centres |
| Data residency and audits | Simplest | Simple for sensitive data | Depends on provider regions and contracts |
| Jurisdiction | Yours | Mostly yours | Often includes the provider’s home country |
| Time to start | Longer: hardware and set-up | Medium | Fast |
| Cost model | Up-front and predictable | Mixed | Usually grows with ingested data |
| Air-gapped networks | Supported | Partly | Not possible |
| Operations | Your team or a partner | Shared | Provider |
Why regulated industries lean on-premise
Security logs contain personal data, so GDPR applies. Laws such as NIS2 and DORA in the EU and Act 854 in Malaysia add reporting duties, audits and supplier checks. Every outside provider that holds your security data becomes part of those audits.
Keeping the SIEM, and its AI, on your own servers removes most of those questions. It also protects you if a provider changes prices, terms or availability.
When cloud makes sense
Cloud SIEM suits organisations that already run mostly in one public cloud, have modest data volumes and no strict residency rules. It removes infrastructure work and can be running in days.
The hybrid middle ground
A hybrid set-up keeps raw data and active investigation on-premise and uses the cloud for selected functions such as long-term storage or reporting. Claire Security supports both on-premise and hybrid deployment. See on-premise AI SIEM for how it works.
Questions to decide
- Which laws and supervisors apply to us, and what do they say about where data is held?
- How much log data do we produce, and how fast is it growing?
- Do we have, or want, the people to run infrastructure ourselves or with a partner?
- Do any of our networks need to stay disconnected from the internet?

Frequently asked questions
Is a cloud SIEM allowed under GDPR?
It can be, but security logs often contain personal data, so you need a lawful basis, a data processing agreement and safeguards for any transfer outside the EU. Many regulated organisations prefer on-premise or hybrid SIEM to keep this simpler.
Is on-premise SIEM more expensive than cloud SIEM?
It depends on data volume and existing infrastructure. Cloud SIEM pricing usually grows with ingested data, which becomes costly at high log volumes. On-premise needs hardware and operations up front but gives predictable costs. Hybrid set-ups can balance the two.
Which SIEM deployment is best for regulated industries?
For banks, energy, healthcare and government, on-premise or hybrid is often the safer choice: sensitive data stays under your control, audits are simpler and you are not dependent on a foreign provider’s availability or jurisdiction.
